This became known as Russell’s paradox and was seen as a serious flaw in Frege’s achievement. Frege himself was shocked by this discovery. Russell and Whitehead tried to resolve Frege’s paradox by introducing what they called type theory. The idea was to partition formal languages into multiple levels or types. Each level could make reference to levels below, but not to their own or higher levels. This resolved self-referential paradoxes by, in effect, banning self-reference. Self-referential paradoxes ultimately showed that Hilbert’s program could never be successful. The first blow came in 1931, when Gödel published his now famous incompleteness theorem, which proved that any consistent logical system powerful enough to encompass arithmetic must also contain statements that are true but cannot be proven to be true. The final blow came when Turing and Alonzo Church independently proved that no algorithm could exist that determined whether an arbitrary mathematical statement was true or false.

Network delay is a design and performance characteristic of a telecommunications network. It specifies the latency for a bit of data to travel across the network from one communication endpoint to another. It is typically measured in multiples or fractions of a second. Delay may differ slightly, depending on the location of the specific pair of communicating endpoints. A certain minimum level of delay is experienced by signals due to the time it takes to transmit a packet serially through a link. This kind of smartphone can be left out in a sandstorm, frozen in a blizzard or go underwater. A true fully rugged smartphone is substantially less susceptible to damage than a non-rugged smartphone. Like a rugged tablet, it typically meets IP certification and military standard specifications for dust, shock, vibration, rain, humidity, solar radiation, altitude and temperature extremes. Only a few manufacturers make a rugged smartphone due to its complicated structure, different use of material and high level of quality expectation. Some rugged smartphones have Push-to-Talk (PTT) capabilities, NFC and barcode reader functions which suit their use for industrial and construction logistics.
It was projected to have $2.5 billion in annual cost savings by mid-2004. The companies would dole out a combined $634.5 million in bonuses to prevent key employees from leaving if shareholders approve the proposed merger, with $370.1 million for HP employees and $264.4 million for Compaq employees. Both companies had to seek approval from their shareholders through separate special meetings. While Compaq shareholders unanimously approved the deal, there was a public proxy battle within HP as the deal was strongly opposed by numerous large HP shareholders, including the sons of the company founders, Walter Hewlett and David W. Packard, as well as the California Public Employees’ Retirement System (CalPERS) and the Ontario Teachers' Pension Plan. Walter Hewlett only reluctantly approved the merger, in his duty as a member of the board of directors, since the merger agreement "called for unanimous board approval in order to ensure the best possible shareholder reception".
